Pasha Insaat had previously appointed ReardonSmith to be the architects for the new Four Seasons Hotel Baku, and due to the success of this project , the commission was extended to include the design of an adjacent apartment building which was to be the most exclusive in the city. The external design influences were taken from the 19th Century French Beaux-Arts style and are similar to those of the Four Seasons Hotel. The colonnade, however, has a more elaborate detailing in its use of intricate mosaic to reflect the historic influences of Baku.

The interior layout reflects a similar grandeur. Each apartment occupies an entire floor and comprises a reception room, sitting room, a formal lounge and a dining room, together with the master bedroom suite and three additional ensuite bedrooms, each with a balcony terrace.

The building reflects the confidence of the new Azerbaijan whilst clearly referencing the rich heritage of the country.
